Care frameworks explained

A care framework is an approved list of providers a council or NHS body can buy from over a set period, usually two to four years. You apply once, meet the standards, and join the list. Work is then awarded through call-off contracts or referrals, either by ranking, rotation or a further mini-competition. Being on the framework does not guarantee volume, but you cannot receive that commissioned work unless you are on it.

What a framework actually is

A framework is an agreement that sets the terms, rates and standards for a type of care over a fixed term. Providers who pass the application become approved suppliers. The buyer can then place contracts with those suppliers without running a full new tender each time.

How referrals and call-offs flow

Once on the framework, you receive work in one of a few ways: direct referral, a ranked order where higher-scoring providers are approached first, simple rotation, or a mini-competition between approved providers for a specific package. The framework documents always set out which method applies.

Most frameworks close to new entrants

Unlike a dynamic purchasing system, a traditional framework usually opens for applications once, then closes for its full term. Miss the window and you wait years for the next round. That makes it worth watching for opening dates and checking your eligibility in advance.

Does joining a framework guarantee work?

No. A framework makes you eligible to receive commissioned work, but volume depends on referral rates, your ranking and demand. It removes a barrier rather than promising contracts.
