Framework vs DPS vs single contract
A framework is an approved list of providers, usually fixed after one bidding round, that buyers call off work from for a set period. A dynamic purchasing system, or DPS, is similar but stays open for new providers to join at any time. A single contract is one specific piece of work awarded to one provider. Care work is delivered through all three, and the route shapes how and when you can bid.
Framework and DPS
A framework opens, you bid, and once it closes the list of providers is usually fixed for several years, with work called off from that list. A DPS works on the same call off principle but never fully closes, so new providers can apply throughout its life. Getting onto a DPS is often a pass or fail application, which suits smaller and newer providers.
Single contracts
A single contract is a one off award for a defined service, such as a named supported living scheme or a block of home care hours. It is usually a scored competition with one winner. Being on a framework or DPS does not guarantee work; buyers still run further competitions or place referrals from the approved list.

Common questions
What is the main difference between a framework and a DPS?
A framework usually closes after one bidding round and stays fixed for its term. A DPS stays open for new providers to join at any time during its life.
Does being on a framework guarantee work?
No. A framework or DPS makes you eligible for work, but buyers still call it off or run further competitions. You can be on a list and receive little or no referrals.
Which is easiest for a new provider to get onto?
A DPS is often the most accessible, because joining is frequently a pass or fail application rather than a scored competition, and it stays open for new applicants.
