CQC rating requirements in care tenders

The four CQC ratings
The Care Quality Commission rates registered adult social care services as Outstanding, Good, Requires Improvement or Inadequate. The rating reflects an inspection or assessment against the key questions of whether a service is safe, effective, caring, responsive and well-led. In tenders, the rating is used as a shorthand for quality and risk. How the rating gate works
Where a tender sets a CQC standard, Good or above typically passes and Requires Improvement or Inadequate typically fails or triggers further scrutiny. Some buyers accept Requires Improvement provided you submit an action plan showing how you are addressing it; many do not. The documents state the exact rule, including whether it applies at organisation or location level, so read it rather than assuming. Newly registered providers
If you are CQC registered but not yet inspected and rated, you cannot show a rating, and many tenders make allowance for this. They usually ask instead for your registration certificate, your policies, staffing and training arrangements, and assurances about how you will meet the standards. Treating a missing rating as a complete bar is a common and costly mistake that keeps eligible new providers out of work they could win. Children's services are Ofsted, not CQC
Children's homes and 16+ supported accommodation are regulated by Ofsted, not the CQC, under the Supported Accommodation (England) Regulations 2023 for the latter. The equivalent quality gate in those tenders is an Ofsted registration and, where applicable, rating, not a CQC rating. Reading the wrong regulator into a tender wastes effort and can lead you to misjudge your eligibility entirely. Always confirm which regulator and which rating actually apply to the service the tender is buying before you assess whether you qualify.
What to do if your rating is below Good
A rating of Requires Improvement does not automatically end your tendering, but it narrows your options. Some tenders accept it with a credible improvement action plan, so target those and present your improvement work clearly and honestly. Inadequate is a harder barrier and usually warrants focusing on recovering the rating before bidding widely.
