None is right for every bid. Writing it yourself is often the right call for a short framework application; outside help earns its fee when the contract is valuable, the quality questions carry the marks and your managers have no time.

Writing the tender yourself

Writing the tender yourself is often the right choice. If the opportunity is a short application to an open framework or dynamic purchasing system, where most questions are pass or fail and the written answers are brief, a registered manager who knows the service can usually do it well. You know your rotas, your outcomes and your incidents better than any outsider, and that detail is what scores. Doing it in house also builds a bid library you can reuse at the next window. Its honest costs are time and blind spots. A full quality submission for a council contract can run to many scored questions with strict word limits, and the hours come out of running the service. Common ways to lose marks when writing alone are answering the topic rather than the scoring grid, making claims with no evidence behind them, and missing a pass or fail requirement buried in the pack. If you go this way, read the whole pack on day one, list every gate and word limit, and have someone who did not write the answers check them against the grid before you submit.

Can ChatGPT write my care tender, or do I need a professional?

ChatGPT and similar AI tools can help you write a care tender, but they cannot write a winning one on their own, because the marks go to evidence about your service that the tool does not have. Used well, an AI tool is a fast drafting and editing aid: it can turn your notes into clear paragraphs, cut an answer to the word limit, and check that you have covered every part of a question. Used badly, it produces fluent, generic answers that read like every other bidder's, and it can state things that sound right but are false. The Cabinet Office's procurement guidance on AI, PPN 02/24 published in March 2024, names exactly this risk: large language models can produce statements that appear plausible but are in fact false. The same guidance lets buyers ask suppliers to disclose their use of AI in writing a tender and to put controls in place so bidders do not use confidential buyer information, so read the buyer's instructions before you start. Never paste service user details or confidential tender documents into a public AI tool. If you have a capable writer in house and you check every fact, DIY with AI is a reasonable, low cost route.

Hiring a freelance bid writer

A freelance bid writer is one person you hire for a specific bid, and the quality depends almost entirely on who that person is. An experienced freelancer can bring years of scored submissions and can be flexible on scope, for example writing only the method statements or reviewing a draft you have already written. Before you hire, settle some practical questions. Have they written care bids, and can they show you anonymised examples or name the kind of contracts they worked on? Do they understand the difference between a CQC regulated adult service and an Ofsted regulated children's service? How is the fee worked out, what exactly is included, and what happens if they are ill or overbooked in the week of your deadline? One person has limited capacity, so ask how many bids they are writing that month. A freelancer is a good fit when you want targeted help on part of a bid, or when you have found someone with genuine care experience and a track record you can check.

Using a specialist care tender consultancy

A specialist care tender consultancy writes bids only, or mainly, for care providers, so it should already know how councils and the NHS score care quality: safe staffing, continuity for the people you support, safeguarding, and evidence that the service does what it says. Using a generalist bid agency

A generalist bid agency writes tenders across many sectors, such as construction, facilities, IT and care. A larger generalist's strengths can be capacity, process and in house design, which matter for very large or multi-lot submissions where a team is needed to hit the deadline. Sector depth is the weakness to test for. Care quality questions are marked by commissioners who know the sector well, and an answer that would pass in a cleaning contract can read as thin to someone scoring safeguarding or medication management. If you are considering a generalist, ask to see care work specifically, ask whether the writer assigned to you has written care bids before, and ask how they will get the service detail from your managers. A generalist may well have writers with care backgrounds, so judge the individual writer and the examples, not the list of sectors on its website.

How to choose: the questions that decide it

Pick by the value of the contract, how the marks are split, the time your managers genuinely have, and the writing skill you already have in house. Start with the pack. If the tender is mostly pass or fail with short answers, do it yourself. If quality questions carry most of the marks and the contract would change your business, outside help is more likely to pay for itself. Then check your capacity honestly: a bid written in stolen evenings the week before the deadline is where avoidable marks are lost. Whoever writes it, some steps are non-negotiable. Confirm you meet every pass or fail requirement before anyone writes a word. Answer each question against the published scoring grid. Back every claim with evidence a scorer can check.
